Authority approvals and NOCs in Dubai

Some work cannot legally start until a No Objection Certificate is in place — interlock and kerbs outside the plot line, access changes, anything touching the road or utility corridors, and most tower fit-outs. The company prepares and submits these applications as part of the job, so the client is not left chasing authorities. Recent examples include the entry and exit paving at a warehouse in Dubai Silicon Oasis, where RTA, Municipality, DEWA, Etisalat and du approvals were obtained before the interlock was laid.

What the job includes

  • Identifying which approvals a job needs before quotation
  • RTA NOC for works within the road reserve
  • Dubai Municipality approvals for external and structural works
  • DEWA, Etisalat and du NOCs where services run under the work area
  • Building-management fit-out permits for offices and apartments
  • Community / developer approvals for villa extensions and external changes
  • Drawings and documents prepared and submitted on the client's behalf

What changes the quotation

So the estimate makes sense before the site visit.

  • Whether the work is inside or outside the plot line
  • How many authorities are involved — a road-side strip can need four
  • Drawings required: sketch, site plan or engineered drawings
  • Authority fees, which are passed through at cost

Questions we get asked

What does the client need to provide?

Usually the title deed or tenancy contract, the owner's ID, and for tower fit-outs the building's own forms. The company prepares everything else.

Does every interlock job need an NOC?

Inside the boundary wall, no. The strip between the wall and the road is public land and needs RTA and Municipality approval, plus utility NOCs if cables or pipes run under it.

Can work start while the NOC is pending?

Work inside the plot can start; the external part waits for the certificate. Programmes are planned that way so the wait does not hold up the rest of the job.

Send photos and the approximate area on WhatsApp, or call. For larger jobs the next step is a site visit to measure and quote.
